What SafePal Card Is

Product Identity

SafePal Card is the virtual Mastercard inside SafePal's Fiat Gateway. The user opens a Fiat24 account through the SafePal application, receives a personal Swiss IBAN, activates tokenized EUR, USD, CHF, and CNH balances, and can then spend the relevant balance through the card. SafePal supplies the wallet interface and co-branding, while Swiss fintech SR Saphirstein AG, trading as Fiat24, supplies the regulated account, cash tokens, transfers, and Mastercard.

The product is more than a conventional crypto prepaid card. Fiat24 represents each account through an ERC-721 account NFT on Arbitrum and each currency balance through an ERC-20 cash token: EUR24, USD24, CHF24, or CNH24. The wallet holding the account NFT is used to sign into Fiat24 and authorize account actions. The matching cash tokens appear in that wallet and represent claims against Fiat24's underlying balances.

That onchain structure should not be mistaken for a permissionless stablecoin card. Fiat24 creates and administers the cash tokens, limits transfers to registered accounts, controls the fiat backing and card settlement, and can freeze or restore an account. The customer controls a wallet key, but the issuer still controls the financial product attached to that key.

Account and Card Relationship

The Mastercard spends the Fiat24 account balance rather than crypto left untouched in the broader SafePal wallet. A user can hold BTC, ETH, USDT, USDC, and other assets in a SafePal software or hardware wallet, but those assets do not become a card balance automatically. The normal card route converts or deposits supported value into a Fiat24 cash-token balance first.

When a matching fiat token is available, the card draws from that balance. A euro purchase can use EUR24, a US-dollar purchase can use USD24, and the equivalent logic applies to CHF24 and CNH24. If the required balance is unavailable, Fiat24 uses the card's default currency and applies its conversion rules. Maintaining the right currency can therefore avoid the explicit card FX charge, although the earlier crypto conversion, blockchain gas, or third-party funding cost can still matter.

The personal Swiss IBAN also supports ordinary bank transfers. That makes the account useful beyond checkout: eligible users can receive funds, transfer supported currencies, and move between a self-controlled wallet interface and regulated payment rails. It does not make SR Saphirstein a bank or turn the balance into an insured Swiss bank deposit.

Current Mastercard and Former Visa

SafePal launched the original banking gateway in March 2024 with a virtual Visa for the European Economic Area and Switzerland. The current consumer product is a virtual Mastercard. SafePal's current help center, registration page, wallet-linking guide, fee page, and 2026 card campaign all refer to Mastercard.

Older localized pages and launch articles still use Visa wording. Those pages explain the product's history but should not be used to assign the current network. New applicants should expect Mastercard unless the application itself explicitly shows a different locally issued product.

Limited-edition designs do not create separate card levels. They are visual treatments of the same virtual payment product. Likewise, a SafePal software wallet and SafePal hardware wallets such as S1 or X1 can provide different key-storage setups without creating different Mastercard fee or reward levels.

Account Levels and Card Options

SafePal Account Levels

SafePal has five account levels: Standard, Silver, Gold, Platinum, and Diamond. These are genuine service levels because they change the referral commission percentage and historically changed gateway top-up fees. They are not countries, card networks, pieces of plastic, or different Mastercard spending-limit formats.

The commission is a percentage of fees paid by a qualified referred user, not purchase cashback. Because the current standard deposit fee is waived to 0%, the practical commission can also be zero when the referred activity generates no eligible fee. A 40% commission headline should therefore not be interpreted as 40% cashback or a guaranteed return on card spending.

Points and Qualification

The account level is recalculated on the first day of each month from points earned during a rolling three-month window. SafePal grants 1,500 points for initial registration. A successful referral can add another 1,500 points when the referred user enters the code within seven days and tops up at least 100 USDC within 30 days. Deposit activity and SFP participation can also contribute.

Points older than the active window expire, so a level earned through activity is not necessarily permanent. The published fixed SFP packages provide a clearer direct route: 100 SFP for Silver, 300 for Gold, 1,500 for Platinum, or 5,000 for Diamond, each locked for 90 days. Adding more SFP restarts the lock period for the affected stake.

SafePal's explanatory text also describes a one-SFP-to-one-point mechanism, while its current upgrade table advertises the larger fixed point awards attached to the packages. The fixed package thresholds are the usable qualification route because they show the exact amount required for each level. Users should still confirm the package and point credit in the application before locking SFP, particularly because SafePal can revise the campaign.

Current Card Option

The card currently issued to ordinary SafePal applicants corresponds to Fiat24's Standard virtual Mastercard limits: 10,000 EUR per day and 20,000 EUR per month, subject to transaction-count and account controls. Every SafePal account level can use that same card option. Reaching Diamond does not turn the card into a separate one-million-euro format.

Fiat24's general documentation also describes Premium and Ultimate card formats tied to rare four-digit and three-digit account NFTs. SafePal's current FAQ says those higher-limit cards are not currently issued to ordinary users and that upgrade functionality is planned for the future. They are therefore not active SafePal card options and should not be presented as available levels.

This distinction prevents two misleading comparisons. First, the Diamond referral level does not inherit Fiat24's Ultimate card limit. Second, a high referral percentage does not become freely attainable simply because the current deposit fee is zero. The account-level gate and the current card format are separate facts.

Virtual Format

SafePal Card is virtual-only. It has no physical card material and no conventional printed PIN. The full card number and security details are opened through a signed Fiat24 session rather than exposed directly to SafePal. Users can link the card to Apple Pay, Google Pay, Samsung Pay, and PayPal where those services and the card are supported.

Fiat24 documents a five-year validity period for the virtual card. Its user guide says an actively used card can renew automatically, while the controlling card terms say replacement at expiry is not automatic and requires a new application that can be refused. The legal terms are the safer assumption: users should not depend on automatic renewal until a new card appears in the account.

Fees and Limits

Current Fee Schedule

The current SafePal fee page lists no account-opening fee, account-management fee, or standard deposit/top-up fee. Virtual card issuance and ongoing card access are also presented as free. Internal Fiat24 transfers and outgoing bank transfers carry no SafePal or Fiat24 service fee, although an originating, receiving, or intermediary bank may add its own charge.

The zero deposit rate is a current campaign treatment, not an immutable contractual promise. SafePal previously published level-dependent gateway rates and says it may revise the waiver. The application disabled its built-in USDC purchase route in March 2026 until further notice, so “0% deposit” does not mean every method of acquiring or moving USDC is free.

Foreign Exchange

The fee page says Mastercard transactions settled in a non-matching currency incur 1% FX. SafePal's help text has alternated between non-USD and non-EUR wording across revisions, while Fiat24's direct-pay documentation gives the more useful operational rule: the card first tries the balance matching the purchase currency and otherwise uses the configured default balance.

Holding EUR24 for euro purchases, USD24 for US-dollar purchases, CHF24 for Swiss-franc purchases, and CNH24 for renminbi purchases can avoid the explicit cross-currency step. A merchant's dynamic currency conversion can still impose an unfavorable rate, and converting crypto into the matching cash token can create a spread, gas cost, or taxable disposal before the card purchase occurs.

Spending and Transaction Limits

SafePal's updated FAQ states that the currently issued Mastercard allows 10,000 per day, 20,000 per month, 100 transactions per day, and 500 transactions per month. Fiat24's current card documentation identifies the amount currency as EUR. These values are more recent and internally coherent than an older SafePal landing-page table that still displays 5,000 per day and ambiguous monthly wording.

The issuer can set a lower practical ceiling for compliance, merchant, country, or risk reasons. SafePal also groups accounts by regional account limits, with one group receiving up to 100,000 per month and a lower-access group receiving only 1,000 per month without Mastercard support. The card limit does not override the account limit or prove that every eligible transaction will be authorized.

Cash Access

There is no physical card and no conventional PIN-based ATM route. SafePal's card-controls screen mentions an ATM toggle, and Fiat24's legal terms contemplate ATM transactions, but neither source supplies a dependable current SafePal cash-withdrawal fee or limit. A virtual card in a mobile wallet may work at some contactless terminals, but availability depends on the ATM, wallet, network, issuer approval, and local rules.

ATM cost and limits should therefore be treated as unknown rather than free. The reliable ways to move value out are supported bank transfers, cash-token transfers between registered Fiat24 accounts, or conversion and withdrawal through an available account route.

Refund Charges

Merchant refunds return to the Fiat24 account after processing. SafePal estimates three to five working days after the merchant completes the refund. Fiat24 says ordinary refunds can take around seven days and cross-border cases can take up to 30 days. The current fee schedule charges one unit in USD, EUR, or CHF, or seven units in CNH.

The returned amount can differ from the original funding cost when exchange rates move or the merchant refunds in a different settlement currency. Users should keep the original receipt, card transaction, merchant correspondence, and balance ledger until the amount is final.

Funding and Payment Flow

Account Activation

Opening the account requires SafePal App version 4.5 or later, a compatible wallet, identity verification, and a small amount of ETH on Arbitrum for verification and transaction gas. The user mints or connects the Fiat24 account NFT, completes Fiat24 registration, and enables the required currency balances.

SafePal's activation guide asks for at least 10 USDC on Arbitrum to activate the Mastercard. The user sends USDC to the relevant wallet, selects the target fiat balance, reviews the quote, and signs the conversion. The blockchain transaction and Fiat24 ledger update are distinct from the later Mastercard authorization.

The 10 USDC activation amount is funding, not a permanent membership price. Gas is still required. Sending the wrong token or using an unsupported network can strand funds, and sending Fiat24 cash tokens to a wallet that has no registered account NFT causes the token to be frozen until the account conditions are corrected.

Cash Tokens and Direct Pay

EUR24, USD24, CHF24, and CNH24 are Fiat24-issued representations of account balances. Fiat24 describes them as one-to-one backed by cash deposits. The tokens are visible and transferable on supported networks, but only between eligible registered accounts. They are not general-purpose permissionless stablecoins that can safely be sent to any address.

At checkout, Mastercard sends an authorization request to Fiat24. Fiat24 selects the matching or default cash-token balance, checks the account and merchant restrictions, and approves or declines the transaction. The user does not sign each card purchase with the SafePal wallet key. Mobile-wallet biometric approval protects the device interaction, while the issuer remains the authorization authority.

This flow gives the user transparent wallet-side balances without removing issuer dependency. If SafePal's interface is unavailable, a compatible Fiat24 route may still reach the account NFT. If Fiat24 suspends the account or card, possessing the NFT does not force the issuer to approve a payment or redeem the tokens immediately.

Bank Transfers

The Swiss IBAN can receive and send supported bank transfers subject to Fiat24's compliance and recipient rules. SafePal says internal and external transfers are free from its side. Current Fiat24 documentation can impose a 100 EUR or CHF minimum for some cash-payout routes and a 10 EUR or CHF returned-payout charge, while an older SafePal guide still mentions a 10-unit minimum. The issuer's live confirmation screen should control when those values conflict.

Some payout recipients must first send a qualifying transfer to establish the banking relationship before appearing as an available destination. Fiat24 can also limit withdrawals to an account or currency previously used for deposits. These anti-fraud rules make the IBAN useful, but less open-ended than a conventional current account at a full-service bank.

Records and Taxes

Funding the card from crypto can create more than one reportable event. Converting USDC or another asset into a Fiat24 cash token may be a disposal, and exchanging one cash-token currency into another can create a currency result depending on local law. The later card purchase can also realize a gain or loss if the tax system treats the balance as property rather than ordinary money.

SafePal and Fiat24 transaction histories should be exported and reconciled with the originating wallet transaction, network fee, conversion quote, card authorization, settled amount, and refund. The visible card receipt alone does not capture the whole funding chain.

Availability and Application

Regional Eligibility

SafePal publishes a live regional map backed by an official endpoint that separates countries with Mastercard support from lower-limit account-only locations. The current Mastercard group contains 42 countries and territories:

The original 2024 rollout covered the European Economic Area and Switzerland. SafePal has since expanded the account service, but historical availability is not proof that the card is open in every later location. A user can have access to the SafePal wallet without being eligible for the Fiat Gateway, and can have limited Fiat24 account access without being eligible for the Mastercard.

The card is Available within that published footprint. Applicants still need to confirm residence, document, tax, and account eligibility during onboarding. Those checks can reject an individual applicant, but they do not make the currently issued card a Limited product. Mastercard's merchant footprint does not determine who can obtain it.

Identity Verification

Fiat24 performs full KYC. SafePal says it does not collect or view the verification documents. The application can require a compatible NFC passport or identity document, a supported residence, tax information, and source-of-funds or source-of-wealth evidence. Fiat24 can request more information later and restrict an account if the response is incomplete.

The account is personal and tied to the verified identity, even though its access credential is an NFT. Transferring the account NFT to another wallet does not transfer legal ownership to another person. Moving the NFT and cash tokens between wallets controlled by the same verified user is an account-security operation, not an anonymous account sale.

Fiat24 Account Constraint

Fiat24 generally allows one account relationship per person and one account NFT mint per wallet address. This matters because several wallet brands use Fiat24 infrastructure. A person who already opened a Fiat24-powered account through another partner may be unable to open a second SafePal-branded account.

SafePal says an independently registered Fiat24 account can be paired with the SafePal application. User reports nevertheless show confusion when a prior partner account blocks a new co-branded application. Closing an account should not be treated as a reliable way to reset eligibility; Fiat24 can refuse reopening or a new application.

Merchant Restrictions

The card is intended for ordinary purchases, but Fiat24 excludes or restricts several merchant categories. Published restrictions include sanctioned countries and entities, automated fuel dispensers, money transfer and quasi-cash merchants, financial institutions, securities, gambling, charities, political and religious organizations, and some region-specific transit, utility, or inflight payments.

The restrictions help explain why a card can work in a mobile wallet yet fail for a particular purchase. Subscription trials, deposits, tips, offline terminals, and merchants that use unusual category codes can also produce holds or declines. Users should keep a conventional payment method for essential travel, fuel, and bill payments.

Issuer, Regulation and Custody

Provider Roles

SR Saphirstein AG is the actual issuer and regulated account provider. It operates under the Fiat24 brand and issues the Mastercard from a BIN beginning 5481 0849. SafePal is the wallet interface, co-brand, integration partner, and customer-acquisition channel. It is not the bank, issuer, or holder of the Fiat24 balance.

SafePal's terms explicitly say it only connects users with Fiat24 and cannot hold, manage, or control the Fiat24 funds. This is a useful separation when evaluating a SafePal security incident: loss of the SafePal interface does not necessarily erase the Fiat24 account. It is also a support limitation because SafePal cannot reverse a card transaction, release an issuer hold, or decide an account restriction.

Swiss Fintech License

SR Saphirstein AG appears on FINMA's current list of institutions licensed under Article 1b of the Swiss Banking Act. This fintech license permits the acceptance of public deposits or crypto assets up to the statutory limit under a restricted model. It does not grant the institution the full status or activities of a conventional bank.

FINMA explains that Article 1b institutions cannot invest the accepted deposits or pay interest on them. Fiat24 is supervised for its licensed activities and must meet regulatory, capital, compliance, and organizational requirements. Regulation reduces some operational uncertainty but does not guarantee every payment, refund, or withdrawal.

Deposit Protection

Fiat24's terms and FINMA's explanation are explicit: customer deposits under this license are not protected by the Swiss deposit insurance scheme. In insolvency, they are not treated like privileged insured deposits at a Swiss bank. Fiat24 says its cash tokens are backed one-to-one, but the claim still depends on the issuer's safeguarding, records, operations, and solvency.

Users should avoid treating the account as long-term insured savings. Its strongest use is as a payment bridge holding the amount needed for transfers and card spending. A user who values self-custody can keep the remainder in a separately controlled wallet and move only the intended spending amount into Fiat24.

Custody Assessment

The card has hybrid custody. The user's SafePal key controls the wallet that holds the Fiat24 account NFT and cash tokens. SafePal cannot see full card details, read KYC documents, sign wallet transfers, or independently seize the Fiat24 balance. A hardware wallet can make the user's side of that access boundary stronger.

Fiat24 retains equally material control. It holds or safeguards the underlying money, administers the cash-token contracts, restricts token recipients, authorizes every Mastercard transaction, can suspend or close the account, can freeze assets for fraud or regulatory reasons, and can restore account access after identity verification. The card balance is therefore not fully self-custodial even though it is represented in a user-controlled wallet.

A 4.0 custody rating reflects meaningful private-key control and a potentially independent Fiat24 access path without ignoring issuer intervention. It sits below a design where the user can always move or redeem the spend balance without provider permission. The key question is not whether tokens appear at the user's address, but whether the user can force settlement or exit during a Fiat24 restriction. They cannot.

Recovery and Restrictions

If a private key is exposed but the NFT and tokens remain present, SafePal advises transferring the account NFT first and then the cash tokens to a new wallet controlled by the same user. If they have already been stolen, Fiat24 can attempt recovery after verifying identity. Fiat24's general terms likewise allow account restoration when a wallet is lost, potentially for a fee.

This recovery option is valuable for a regulated spending account, but it proves that control is not exclusive to the key holder. Fiat24 can distinguish the verified customer from the current token holder and intervene in the onchain representation. The same authority supports fraud response and sanctions compliance while creating account-freeze risk.

Security, Refunds and Disputes

Wallet Security

The account credential depends on the SafePal wallet seed or hardware-wallet security model. A software-wallet user should protect the recovery phrase offline, verify transaction details, avoid unknown decentralized applications, and keep the phone and application updated. A hardware wallet can isolate signing keys, but it cannot protect funds already converted into a provider-controlled exchange or prevent an issuer card restriction.

Phishing is a recurring risk around both brands. SafePal identifies @iSafePal and its formal support channels as official. Fiat24 support references have included Telegram-based routes, which makes impersonation especially dangerous. Staff should never need a recovery phrase or private key to investigate a card payment.

Card Controls

The SafePal application opens the Fiat24 card-management page through a wallet signature. The user can view details and toggle internet, contactless, and other card functions. Mobile wallets add their own device authentication. SafePal says it cannot see the full card number, which narrows the wallet operator's direct exposure.

Card authorization remains server-side. Fiat24 can decline a purchase based on balance, merchant code, country, compliance status, fraud rules, or account restrictions. A signed wallet session proves account access but does not guarantee that a transaction will pass.

Refund and Dispute Process

The merchant should be contacted first for a normal refund. Once the merchant releases the credit, SafePal estimates three to five working days, while cross-border processing can take longer. A missing or incorrect refund must be escalated to Fiat24 because it controls the card ledger and settlement.

For an unauthorized or disputed transaction, the user should freeze the card, retain the merchant receipt and communication, capture the settled transaction details, and contact Fiat24 promptly. SafePal can explain the interface but cannot decide a chargeback. The split responsibility can increase friction when the wallet provider and issuer each direct the user to the other.

Operational Continuity

In July 2026, several Fiat24-powered wallet cards experienced service disruption around the same infrastructure window. A user-controlled wallet can preserve access to unrelated crypto during a card outage, but it does not make the Mastercard or the Fiat24 token redemption path independent. Shared issuer concentration remains a practical risk even across differently branded wallet cards.

The sensible fallback is to maintain another payment method and avoid holding all liquid funds in one gateway. The SafePal wallet and Fiat24 account solve different problems, and each can remain operational while the other has an outage or restriction.

Rewards and Program History

Referral Commissions

SafePal's recurring level benefit is a commission on qualified referred-user gateway fees. Standard receives 10%, Silver 20%, Gold 30%, Platinum 35%, and Diamond 40%. The referred user must satisfy the published code-entry and deposit conditions for the referral to count.

This is not a card-purchase reward. There is no verified recurring cashback percentage on ordinary Mastercard spending. When the referred user's eligible fee is zero under the current waiver, multiplying it by the commission percentage still produces no payout. The value depends on future fee-bearing behavior, not simply on reaching a higher account level.

Deposit Fee History

SafePal originally differentiated gateway charges by account level. Its tables displayed lower rates for higher levels, although archived English and localized tables disagree on some historical Platinum and Diamond values. In October 2024, SafePal launched a zero-fee banking campaign that rebated or waived eligible gateway fees. The current fee page now states a standard 0% deposit/top-up rate.

The campaign was later extended, and SafePal describes the waiver as active indefinitely while reserving the ability to change it. In March 2026, the built-in on-ramp for purchasing USDC through the banking gateway was disabled until further notice, while deposits and other integrated purchase providers remained possible. A historical “zero-fee on-ramp” claim therefore does not establish a currently available native purchase button.

Product Milestones

The banking gateway launched in March 2024 with Fiat24, a Swiss IBAN, and a virtual Visa for the EEA and Switzerland. The points and referral structure expanded the same year, followed by the zero-fee campaign. The product later moved to a virtual Mastercard and added broader mobile-wallet support.

SafePal Card is an ambitious bridge between a user-controlled crypto wallet and a regulated Swiss payment account. It combines a personal IBAN, four tokenized fiat balances, a free virtual Mastercard, and broad mobile-wallet support. For an existing SafePal user, the ability to fund a planned spending balance with USDC and pay directly from a matching currency is genuinely useful.

Its custody story needs precise language. The user controls the wallet key and SafePal cannot operate the Fiat24 account, but SR Saphirstein controls the underlying funds, token rules, card authorization, account restrictions, and recovery. That is meaningful hybrid custody, not full self-custody. The absence of Swiss deposit insurance makes it better suited to transactional balances than long-term savings.

The account levels are also easy to misread. Standard through Diamond are real referral and fee-status levels, while the currently issued SafePal card remains one Standard virtual Mastercard format for ordinary users.
